DEPARTMENT 10
4-H AND VOCATIONAL
Eligibility:
- 4-H Club members must have passed their eighth birthday but not have passed their nineteenth birthday by January 1 of the current year.
- Exhibitors must be 4-H members, carrying a project in the field in which they wish to make an entry and be under the supervision of the Pennsylvania State University Cooperative Extension Service by June 1 preceding the fair.
Students enrolled in an accepted vocational school curriculum must be conducting a project in the class in which they wish to make an entry. Students enrolled in general home economics in a comprehensive high school are considered as qualifying. All entries shall be approved prior to the fair by a member of the Pennsylvania Department of Education, Agriculture or Home Economics staff or their designated representative.
In any case where there is a reference to 4-H and Vocational classes, the fair has the option, if there is a sufficient number of available exhibits, to divide the show into two, one for 4-H and one for Vocational, or they may be shown together.
Youth, 4-H and Vocational animals will be shown at the same time in the same showmanship and fitting class.

HEALTH RULES FOR CATTLE
An “Animal Owner or Caretaker’s Verification of Veterinarian-Client-Patient Relationship” form must be presented upon arrival at all shows and fairs in Pennsylvania, including out of state entries.
All animals must have an official ear tag or official legible breed registration tattoo.
1 No cattle showing evidence of contagious or infectious, or external parasitic disease (Examples; active ringworm, warts, lice, and mange) or under quarantine for any disease shall be allowed entrance to the show.
2. All animals must be accompanied by an approved Certificate of Veterinary Inspection and bear unique permanent identification. No animals will be admitted to show at the Fulton County Fair without the necessary health papers.
3. Interstate animals exhibited at Pennsylvania shows or fairs must meet the Pennsylvania requirements and must be accompanied by an interstate health certificate to be eligible for entry and must be tuberculosis and brucellosis tested after March 1, 2024.
4. All cattle must be accompanied by a Certificate of Veterinary Inspection, signed by an accredited veterinarian, within 180 days, that includes a statement that the animals(s) identified have been immunized against IBR, P13 and BVD.
Animals that have never been vaccinated against BVD or have not been vaccinated against BVD during the previous 12 months, must receive one dose of modified live virus vaccine given at least 15 days, and not more than 180 days before the show, or two doses of killed vaccine, two to four weeks apart, with the last dose given at least 15 days and not more than 180 days before the show. IMPORTANT! The date of the last live virus vaccination, or the dates of the last two killed virus vaccinations, must be recorded on the Certificate of Veterinary Inspection. Hyper immune serum may not be used as a substitute for the above vaccination requirement. No animals will be admitted to the fair unless these requirements have been met.
Animals that have been vaccinated against BVD within the previous 12 months must receive at least a single injection of modified live virus or killed vaccine given not less than 15 days and not more than 180 days before the show.

5. No tuberculosis test is required for Pennsylvania animals.
6. No brucellosis test is required for Pennsylvania animals.
7. All animals must have an official ear tag or tattoo. If the check-in clerk cannot read the tattoo, the exhibitor is responsible for retattooing the animal before the check-in deadline. All show animals should be held in isolation for at least 30 days after returning to the herd of origin.
8. A current rabies vaccination administered by a licensed veterinarian is required for animals three months of age and older (market cattle are exempt from this vaccination requirement). All vaccine label directions must be followed, and all rabies vaccinated cattle must be accompanied by a rabies vaccination certificate or the vaccination information must be included on the CVI. If a rabies vaccination certificate is provided, the certificate must contain legible name and contact information of the veterinarian who administered the vaccine and the veterinarian’s signature. A copy of the rabies vaccination certificate is acceptable.
9. All steers must be naturally polled or dehorned to a safe condition as determined by the show committee.

HEALTH RULES FOR SHEEP
An “Animal Owner or Caretaker’s Verification of Veterinarian-Client-Patient Relationship” form must bepresented upon arrival at all shows and fairs in Pennsylvania, including out-of-state entries.
1. No sheep showing clinical signs of contagious, infectious or external parasitic disease including foot rot and sore mouth will be admitted to show at the Fulton County Fair.
2. All sheep presented for exhibition must be individually identified by an ear tag or tattoo and this identification must be listed on the Certificate of Veterinary Inspection. Purebred animals must be identified by registry name and number, corresponding to the ear tag or tattoo number. Grade animals must be identified by farm-flock number, corresponding to the ear tag or tattoo number.
3. The flock of origin, including sheep consigned to a show shall be examined by an accredited veterinarian. The veterinarian must prepare the Certificate of Veterinary Inspection and must state on the Certificate of Veterinary Inspection that they examined the whole flock and found no evidence of contagious, infectious, transmittable, or external parasitic disease and no known exposure thereto, and are not subject to any quarantine restriction. The date of the examination must also appear on the health certificate issued by an accredited veterinarian indicating that the entire flock was examined for health within 180 days.
4. IMPORTANT RULE – Certification by the owner and an accredited veterinarian that the identified animal(s) is (are not) known to have been exposed to scrapie.
Sheep:
1. One animal cannot be entered in multiple classes, unless group class. Each animal can be shown in only one class (breeding or market).
2. One animal CANNOT be cross entered in Dept.10 & 11. Exhibitors can do showmanship in either Dept. 10 or 11, not both Depts.

HEALTH RULES FOR GOATS
An “Animal Owner or Caretaker’s Verification of Veterinarian-Client-Patient Relationship” form must be presented upon arrival at all shows and fairs in Pennsylvania, including out of state entries.
All animals must have an official ear tag or official legible breed registration tattoo.
1. No goats showing clinical signs of contagious or infectious disease, including active ring worm, warts, lice and mange, will be admitted to any show.
2. Official Certificate of Veterinary Inspection – An accredited veterinarian shall sign the statement of health on the AAI-11 test report the he examined the animal(s) within 180 days of issuance of the Certificate of Veterinary Inspection. All animals must be accompanied by an Official Certificate of Veterinary Inspection. Animals must be individually identified on the Certificate of Veterinary Inspection.
3. Interstate animals exhibited at Pennsylvania shows or fairs must meet Pennsylvania requirements, and must be accompanied by an Interstate Health Certificate to be eligible for entry.
4. Tuberculosis test not required. No test required for Brucellosis.
5. All goats must have USDA/APHIS ear tag.
6. Individual official animal identification is required. Official ID includes: A scrapie ear tag, an ISO-compliant RFID tag, or a scrapie tattoo. Goats with an official scrapie tattoo must also have a unique individual animal ID tattoo to meet the scrapie ID requirement; or goats having a breed registration tattoo and accompanied by a registration certificate are exempt from the scrapie ID requirement if the tattoo is legible and a registration certificate (copy acceptable) or a Certificate of Veterinary Inspection which lists the tattoo and registry accompanies the animal at all times during transport from the premises of birth.
GUIDELINES FOR GOATS:
1. One animal cannot be entered in multiple classes. Each goat can be shown in only one class (dairy, breeding meat or market).
2. One animal CANNOT be cross entered in Dept.10 & 11. Exhibitors can do showmanship in either Dept. 10 or 11, not both Depts.
3. All animals competing for a Supreme Champion Title must be exhibited in the ring during Open and / or Youth Goat Show.
4. For Depts. 6 & 11: No more than 2 entries per class per exhibitor.
Dairy Goats / Breeding Meat Goats / Market Goats: Dept. 6 (open) & Dept. 11 (youth)
1. Grand Champion Dairy Buck and Doe, Grand Champion Meat Buck and Doe and Grand Champion Market Goat will compete for Supreme Goat Champion.
2. Goats exhibited in the open and youth market goat classes are for exhibition only. Does and wethers ONLY are permitted in the market class. They will not be sold during the Fulton County Youth livestock sale.
3. Breeding meat goats are females or intact male.
4. Must be weighed in Sunday night in sheep barn. Time will be posted at barn.
